DESCRIPTION:The 11th Conference of the Parties (COP11) to the World Health Organization Framework Convention on Tobacco Control (WHO FCTC) 183 Parties\, representing more than 90% of the world’s population\, work together to enhance and advance tobacco control. \nThe Conference of the Parties (COP) is the governing body of the WHO FCTC and is comprised of all Parties to the Convention. The work of the COP is governed by its Rules of Procedure and keeps under regular review the implementation of the Convention and takes the decisions necessary to promote its effective implementation\, and may also adopt protocols\, annexes and amendments to the Convention. The COP may establish such subsidiary bodies as are necessary to achieve the objective of the Convention\, such as the Intergovernmental Negotiating Body on a Protocol on Illicit Trade in Tobacco Products. The COP also may establish working groups or expert groups with the mandate to elaborate guidelines and recommendations for the implementation of different treaty provisions. The Meeting of the Parties (MOP) is the governing body of the Protocol to Eliminate Illicit Trade in Tobacco Products. The work of the MOP is governed by its Rules of Procedure and keeps under regular review the implementation of the Protocol and takes the decisions necessary to promote its effective implementation. The MOP may establish working groups or expert groups with the mandate to elaborate guidelines and recommendations for the implementation of different protocol provisions. To this end\, the first session of the MOP established a working group on the tracking and tracing system following article 8\, and a second one on assistance and cooperation following articles 12\, 21\, 23\, 24\, 28 and 29. The working groups presented their reports to the second session of the MOP in November 2020. DESCRIPTION:The 10th Conference of the Parties (COP10) to the WHO Framework Convention on Tobacco Control (WHO FCTC) 183 Parties\, representing more than 90% of the world’s population\, work together to enhance and advance tobacco control. \nIn the first 20 years of this century\, tobacco prevalence among adults fell from nearly 33% to 22%\, even though the planet’s population has continued to expand. Dr Adriana Blanco Marquizo\, Head of the Secretariat of the WHO FCTC welcomed attendees and warned of the increasing availability of novel and emerging nicotine and tobacco products. These are\, “becoming a very troubling problem with an alarming increase in the use of these products by young people. Part of this increase is due to disingenuous tobacco industry messages portraying these products as a replacement for real tobacco control measures\, as the industry again tries to claim a seat at the table – as part of the solution to an epidemic that the industry created and continues to sustain.” She also asked everyone to be alert to the relentless interference of the tobacco industry in every corner of the world\, noting “the efforts that the tobacco industry has undertaken in trying to derail not only COP10 but each and every COP.” COP is the governing body of the WHO FCTC and comprises all Parties to the Convention. It keeps under regular review the implementation of the Convention and takes the decisions necessary to promote its effective implementation. The Conference will consider a wide range of work to direct the future of the WHO FCTC in its work in fighting the tobacco pandemic\, which kills 8.7 million people worldwide every year. \nThe Meeting of the Parties to the Protocol to Eliminate Illicit Trade in Tobacco Products (MOP) brings together 68 Parties that have been working together to halt illegal trade in tobacco products. The meeting\, which runs from 12 to 15 February\, is the third such gathering of the MOP and the first since 2021. Illicit trade accounts for about 11% of total global tobacco trade\, and its elimination could increase global tax revenues by an estimated US$ 47.4 billion annually. The MOP will review the extensive efforts underway to implement a tracking and tracing system\, which is an important step in eliminating illicit trade. A key component of the global tracking and tracing regime is the global information-sharing focal point\, and the first phase of that initiative will begin to become available to Parties once the meeting concludes. Following an initial pilot phase\, the new system will be open to all Parties to the Protocol\, helping them to further secure the tobacco supply chain and assist in investigations. The MOP will also consider ways to improve implementation of the Protocol\, determine the road ahead and highlight the need for additional evidence-based research. Reporting and information-sharing mechanisms will also be considered\, as the sharing of experiences and best practices among Parties is key to advancing the fight against illicit trade.
