Verschillende rapporten tonen aan dat naast vele redenen om snel in actie te komen\, de Staat ook verplicht is te handelen. Dat schrijft de Ecologische Autoriteit in het ‘Advies ecologische onderbouwing Beleidskader Natuur Waddenzee’ aan het ministerie van Landbouw\, Visserij\, Voedselzekerheid en Natuur (LVVN). De Waddenzee is het grootste aaneengesloten intergetijdengebied ter wereld en heeft een cruciale functie voor miljoenen vogels en vissen. Maar de Waddenzeenatuur verslechtert al jarenlang en het lukt niet om het tij te keren. Daarom stelt het ministerie van LVVN een nieuw beleidskader op voor de Waddenzee. Dit beleidskader moet inzicht bieden in hoe de natuur kan herstellen en voor hoeveel menselijke activiteiten\, zoals visserij\, scheepvaart\, baggerwerkzaamheden\, recreatie\, gas-\, zout- en zandwinning en militaire oefeningen\, er in de Waddenzee plaats is zonder natuurschade te veroorzaken. Er zijn veel data over de Waddenzee beschikbaar. Die zijn nu voor het eerst samengebracht om een beter overzicht van de Waddenzee als compleet ecosysteem te krijgen. SUMMARY:World Seagrass Day 2026
DESCRIPTION:In May 2022\, the United Nations General Assembly adopted A/RES/76/265 proclaiming 1 March as World Seagrass Day. \nThe resolution highlights the urgent need to raise awareness at all levels and to promote and facilitate actions for the conservation of seagrasses in order to contribute to their health and development\, bearing in mind that enhancing ecosystem services and functions is important for the achievement of the Sustainable Development Goals. Seagrasses are marine flowering plants that are found in shallow waters in many parts of the world\, from the tropics to the Arctic circle. They form extensive underwater meadows\, creating complex\, highly productive and biologically rich habitats. Covering only 0.1% of the ocean floor\, these seagrass meadows provide food and shelter to thousands of species of fish\, seahorses\, turtles\, etc. and sustain some of the world’s largest fisheries. They improve water quality by filtering\, cycling and storing nutrients and pollutants\, reducing contamination in seafood. Highly efficient carbon sinks\, they can store up to 18% of the world’s oceanic carbon\, making them a powerful nature-based solutions to tackle climate change impacts. Because they buffer ocean acidification\, they contribute to the resilience of the most vulnerable ecosystems and species\, such as coral reefs. And to the coastal populations\, they act as the first line of defense along coasts by reducing wave energy\, protecting people from the increasing risk of floods and storms. Despite its important contribution to sustainable development and climate change mitigation and adaptation\, this core component of marine biodiversity is in danger and only about a quarter of all meadows fall within marine protected areas. \nSeagrasses have been declining globally since the 1930s\, with the most recent census estimating that 7% of this key marine habitat is being lost worldwide per year. It was recently noted that 21% of seagrass species are categorized as Near Threatened\, Vulnerable and Endangered Species under the International Union for Conservation of Nature Red List of Threatened Species. The combined pressures of coastal development\, pollution\, including land-based run-off\, climate change\, dredging and unregulated fishing and boating activities are key drivers of the degradation of seagrasses and their associated ecosystems. Despite a general global trend of seagrass loss\, some areas have shown abating declines or substantial recovery of seagrasses. These recoveries can often be attributed to human interventions reducing the effect of human-caused stressors. Seagrasses are critical for life underwater\, but also provide wide-ranging benefits to people on land. Raising awareness about their importance for community well-being\, whether through food security from fish production\, improved quality of water filtered by seagrasses\, protection of coasts from erosion\, storms and floods\, or carbon sequestration and storage will drive efforts around the world to conserve\, better manage and restore these ecosystems. Ultimately\, the protection and restoration of seagrass meadows will help countries achieve multiple economic\, societal and nutritional objectives\, aligning with and supported by policies implemented at the national\, regional or global levels. For example: \n\nThe benefits from conserving and restoring seagrass meadows can also help countries achieve 26 targets and indicators associated with ten Sustainable Development Goals.\nGiven the carbon storage and sequestration capacity of seagrass ecosystems\, including them in nationally determined contributions (NDCs) can help nations achieve their targets under the Paris Agreement and the United Nations Framework Convention on Climate Change (UNFCCC).\nInclusion of seagrass ecosystems in the post-2020 global biodiversity framework and the Convention on Biological Diversity (CBD)  is also critical for protecting the integrity of marine ecosystems and biodiversity.\nRestoration of seagrasses also provides countries with opportunities to achieve commitments to be made to the United Nations Decade on Ecosystem Restoration .\n\nInclusion of seagrass management\, conservation and restoration should be a critical component of sustainable blue economy strategies in the future. Projects are already underway in various countries\, and a few have even been selected as World Restoration Flagships initiatives. Chosen as best examples of large-scale and long-term ecosystem restoration\, these projects embody the 10 restoration principles  of the United Nations Decade on Ecosystem Restoration.

DESCRIPTION:The Gulf stream is moving north – and it could be an early warning sign; while this isn’t “The Day After Tomorrow\,” it’s still cause for concern. \nThe Gulf Stream\, that vital ribbon of warmth surging across the North Atlantic\, appears to be drifting northward. If this trend continues\, it could provide further evidence that the Atlantic Meridional Overturning Circulation (AMOC) is losing strength and nearing collapse as global temperatures rise. The Gulf Stream is just one piece of the AMOC\, although the two terms are often used interchangeably in casual conversation. The latter is the mother of ocean current systems in the Atlantic\, sometimes known as the “conveyor belt of the ocean\,” that transports warm\, salty water from the tropics northward towards Europe. Meanwhile\, the Gulf Stream is a western boundary current system that’s part of the upper and northward-flowing branch of this oceanic engine. Scientists are becoming increasingly concerned that warming ocean temperatures and melting ice from Greenland could be pushing the AMOC toward a catastrophic standstill. Evidence already indicates a 15 percent reduction in the circulation’s strength since the 1950s\, fueling fears of a total collapse. While this collapse wouldn’t instantly trigger the frozen apocalypse depicted in The Day After Tomorrow\, it would starve Europe of heat\, leading to plummeting temperatures and shifted weather patterns across the hemisphere. However\, researchers have not been certain how the Gulf Stream\, one arm of this beast\, might play a role in the AMOC collapse. \nTo find out\, climatologists at Utrecht University in the Netherlands used computer modeling and real-world data to study how two ocean current systems interact. The findings indicate that the movement of the Gulf Stream could be a “canary in the coal mine” for the AMOC’s collapse. According to their analysis of satellite data\, the Gulf Stream has already been nudged northwards from the coast near Cape Hatteras\, North Carolina\, since the early 1990s. This is likely to be the result of the AMOC dwindling and losing its grip. Looking ahead\, the models forecast that further weakening of the AMOC will shift the Gulf Stream even further. At one key longitude (71.5°W)\, the current slowly drifts north by about 133 kilometers over several centuries\, followed by a sudden jump northward of about 219 kilometers within just two years in the model. This abrupt change is much larger than the normal year-to-year variation in the current’s position. In a punchline: the study ‘Abrupt Gulf Stream path changes are a precursor to a collapse of the Atlantic Meridional Overturning Circulation‘ concludes that a noticeable shift in the Gulf Stream’s position could signal that the AMOC is approaching a tipping point. DESCRIPTION:From 21 to 24 September 2025\, representatives of more than 35 European seas\, lakes\, rivers\, wetlands\, lagoons\, and glaciers will confluence in the Netherlands. \nWhen two or more rivers meet in a landscape\, they flow together and continue as one body of water: they ‘confluence’. The Confluence 2025 is a growing interdisciplinary community of water representatives that strives for new dialogues and relationships with Europe’s water bodies. The network was founded by the Embassy of the North Sea\, TBA21–Academy\, and ILP Mar Menor. The first edition of the Confluence took place in 2023 at the Mar Menor in Spain – the first European ecosystem to be granted the status of a legal entity. In 2024\, this ever-growing community of water bodies gathered at the Venice lagoon. The Confluence of European Water Bodies 2025 will open in Amsterdam on 21 September 2025\, inaugurated by the British writer Robert Macfarlane\, followed by a three-day programme organised by the Embassy of the North Sea. During the Confluence we will be exploring new ways to represent water in the cultural\, political and legal domain. The programme\, taking place in Amsterdam and Bergen aan Zee\, includes workshops\, lectures\, films\, art installations\, performances\, concerts\, and future thinking sessions. DESCRIPTION:There is a growing risk that the Atlantic meridional overturning circulation (AMOC) collapses to a significantly weaker state under climate change\, researchers write in the Research Article “Physics-Based Indicators for the Onset of an AMOC Collapse Under Climate Change“. \nThis AMOC tipping event causes a substantial shift of the global climate. It is therefore important to assess the risk of such an event under future climate change\, but this requires long climate model simulations which are not always available. A robust indicator is developed\, that accurately predicts the onset of an AMOC tipping event and works under different forcing configurations and for different climate model simulations. Under a high-emission scenario (SSP5-8.5)\, the likelihood of an AMOC tipping event occurring in the century is high and reduces for lower emission scenarios (SSP2-4.5). If the AMOC starts to collapse\, it takes more than 100 years to reach a substantially weaker state. DESCRIPTION:In de bovenste laag van de Atlantische Oceaan zweven naar schatting 27 miljoen ton aan nanoplastics –  minuscule deeltjes van minder dan 1 micrometer\, blijkt uit onderzoek in Nature. \n\nDat de oceanen vervuild zijn met plastic\, is al lang geen nieuws meer. Elke dag belandt er meer dan een miljoen kilogram plastic plastic in het water\, en steeds meer onderzoeken waarschuwen voor de gevolgen voor mens en milieu. Maar de meeste aandacht ging naar zichtbare stukken plastic. Over nanoplastics\, minuscule stukjes die minder dan een vijftigste van een menselijk haar meten\, is veel minder geweten. Nu blijkt uit het Nederlandse onderzoek dat die vervuiling veel groter is dan werd gedacht. Voor dit onderzoek nam een onderzoeksschip op twaalf locaties watermonsters waar alles dat groter dan één micrometer was werd uitgefilterd. DESCRIPTION:In its resolution 77/248 on “Oceans and the law of the sea”\, the General Assembly requested the Secretary-General to convene the resumed fifth session of the Intergovernmental Conference on Marine Biodiversity of Areas Beyond National Jurisdiction. \nIn its resolution 72/249 of 24 December 2017\, the General Assembly decided to convene an Intergovernmental Conference\, under the auspices of the United Nations\, to consider the recommendations of the Preparatory Committee established by resolution 69/292 of 19 June 2015 on the elements and to elaborate the text of an international legally binding instrument under the United Nations Convention on the Law of Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction\, with a view to developing the instrument as soon as possible. In accordance with resolution 72/249\, the Conference held a three-day organizational meeting in New York\, from 16 to 18 April 2018\, to discuss organizational matters\, including the process for the preparation of the zero draft of the instrument. The first session was convened from 4 to 17 September 2018\, the second session from 25 March to 5 April 2019 and the third session from 19 to 30 August 2019. The fourth session\, which was postponed by decisions 74/543 and 75/570 owing to the COVID-19 pandemic\, was convened from 7 to 18 March 2022. A fifth session of the Conference was convened from 15 to 26 August 2022 pursuant to General Assembly decision 76/564 (available as A/76/L.46). \nOn the last day of that session\, the Conference\, in considering the way forward\, decided to suspend the fifth session and resume it at a later date to be determined. Pursuant to resolution 77/248 of the General Assembly\, the resumed fifth session of the Intergovernmental Conference met from 20 February to 3 March 2023.  At the end of that meeting\, the Conference decided to resume at a later date with a view to adopting the agreement. In this connection\, the General Assembly\, in its decision 77/556 of 18 April 2023 (currently available as document A/77/L.62)\, requested the Secretary-General to convene a further resumed fifth session of the conference on 19 and 20 June 2023\, tentatively\, or on a date to be determined in consultation with the President of the conference. Accordingly\, the further resumed fifth session was held at UN Headquarters in New York on 19 and 20 June 2023. On 19 June 2023\, the Conference adopted\, by consensus\, the Agreement under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction (A/CONF.232/2023/4). The Conference was closed on 20 June 2023. \nThe Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction or BBNJ Agreement\, commonly known as the High Seas Treaty\, is a legally binding instrument for the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction. There is some controversy over the popularized name of the agreement. It is an agreement under the United Nations Convention on the Law of the Sea (UNCLOS). The text was finalised during an intergovernmental conference at the UN on 4 March 2023 and adopted on 19 June 2023. Both states and regional economic integration organizations can become parties to the Agreement. In 2017\, the United Nations General Assembly (UNGA) voted to convene an intergovernmental conference (IGC) to consider establishing an international legally binding instrument (ILBI) on the conservation and sustainable use of marine biodiversity beyond national jurisdiction (BBNJ). This was considered necessary because UNCLOS did not provide a framework for areas beyond national jurisdiction. There was a particular concern for marine biodiversity and the impact of overfishing on global fish stocks and ecosystem stability. The treaty addresses four themes: \n(1) marine genetic resources (MGRs) and their digital sequence information\, including the fair and equitable sharing of benefits;\n(2) area-based management tools (ABMTs)\, including marine protected areas (MPAs); (3) environmental impact assessments (EIAs);\n(4) capacity building and transfer of marine technology (CB&TMT). \nThe area-based management tools and environmental impact assessments relate mainly to conservation and sustainable use of marine biodiversity\, while the marine genetic resources and capacity building and transfer of marine technology include issues of economic justice and equity. Greenpeace called it “the biggest conservation victory ever”. The main achievement is the new possibility to create marine protected areas in international waters. By doing so the agreement now makes it possible to protect 30% of the oceans by 2030 (part of the 30 by 30 target). Though the agreement does not directly address climate change\, it also serves as a step towards protecting the ecosystems that store carbon in sediments. The High Seas Treaty has 76 articles and two annexes. One of its main aims is “s stewards of the ocean in areas beyond national jurisdiction on behalf of present and future generations by protecting\, caring for and ensuring responsible use of the marine environment\, maintaining the integrity of ocean ecosystems and conserving the inherent value of biological diversity of areas beyond national jurisdiction”. \nThe Agreement recognizes traditional knowledge. It has articles regarding the “polluter-pays” principle\, and different impacts of human activities including areas beyond the national jurisdiction of the countries making those activities. The agreement was adopted by the 193 United Nations Member States. Before entering into force\, the treaty needed to be ratified by at least 60 UN member states. The former treaty\, UNCLOS\, was adopted in 1982 and entered into force in 1994. DESCRIPTION:Study ‘Record High Temperatures in the Ocean in 2024‘ shows heating in the ocean has continued in 2024 in response to increased greenhouse gas concentrations in the atmosphere\, despite the transition from an El Niño to neutral conditions. \nIn 2024\, both global sea surface temperature (SST) and upper 2000 m ocean heat content (OHC) reached unprecedented highs in the historical record. The 0–2000 m OHC in 2024 exceeded that of 2023 by 16 ± 8 ZJ (1 Zetta Joules = 1021 Joules\, with a 95% confidence interval) (IAP/CAS data)\, which is confirmed by two other data products: 18 ± 7 ZJ (CIGAR-RT reanalysis data) and 40 ± 31 ZJ (Copernicus Marine data\, updated to November 2024). The Indian Ocean\, tropical Atlantic\, Mediterranean Sea\, North Atlantic\, North Pacific\, and Southern Ocean also experienced record-high OHC values in 2024. The global SST continued its record-high values from 2023 into the first half of 2024\, and declined slightly in the second half of 2024\, resulting in an annual mean of 0.61°C ± 0.02°C (IAP/CAS data) above the 1981–2010 baseline\, slightly higher than the 2023 annual-mean value (by 0.07°C ± 0.02°C for IAP/CAS\, 0.05°C ± 0.02°C for NOAA/NCEI\, and 0.06°C ± 0.11°C for Copernicus Marine). DESCRIPTION:Ze hebben geluid nodig om te overleven — maar door de herrie die commerciële schepen onder water veroorzaken\, krijgen de dieren in onze Noordzee het steeds moeilijker. \nNu is er bij de EU een voorstel om het volume omlaag te draaien\, walvissen\, dolfijnen en andere zeedieren te helpen en het aantal dodelijke aanvaringen terug te schroeven. Van de kleinste visjes tot de grootste walvissen: het gros van onze zeedieren is afhankelijk van geluid om te overleven. Dolfijnen en walvissen gebruiken geluid om sociale banden te onderhouden\, te jagen en op lange afstand te communiceren. Veel vissen gebruiken geluid om paringspartners te vinden en roofdieren te spotten. Maar onze zeeën zijn luid geworden. Commerciële schepen overstemmen de natuurlijke geluiden in zee en brengen onze zeedieren in gevaar. Ook in onze Noordzee zijn de gevolgen van toenemend onderwatergeluid groot voor het leven onder water — en het wordt alleen maar drukker. DESCRIPTION:In samenwerking met vrijwilligersorganisaties en individuen over de hele wereld\, zet de International Coastal Cleanup® (ICC) mensen in om afval van de stranden en waterwegen van de wereld te verwijderen. \nDankzij miljoenen vrijwilligers over de hele wereld is de ICC een baken van hoop geworden\, dat actie leidt en inspireert ter ondersteuning van onze oceaan. Sinds het begin hebben meer dan 18 miljoen vrijwilligers meer dan 172 miljoen kilo afval verzameld. Plasticvervuiling is een enorm probleem voor onze oceaan\, maar zelfs kleine acties kunnen een groot verschil maken. Elke fles\, elk rietje\, elk stukje afval dat je opruimt\, kan leiden tot een schonere\, gezondere oceaan. Doe dit seizoen met ons mee om je lokale strand\, beek\, park of buurt op te ruimen. DESCRIPTION:Deep-water formation in the eastern Subpolar North Atlantic Ocean (eSPNA) and Nordic Seas is crucial for maintaining the lower limb of the Atlantic Meridional Overturning Circulation (AMOC)\, of consequence for global climate. \nHowever\, it is still uncertain which processes determine the deep-water formation and how much Atlantic and Arctic waters respectively contribute to the lower limb. To address this\, the reseachers used Lagrangian trajectories to diagnose a global eddy-resolving ocean model that agrees well with recent observations highlighting the eSPNA as a primary source of the AMOC lower limb. Comprised of 72% Atlantic waters and 28% Arctic waters\, the density and depth of the AMOC lower limb is critically dependent on Atlantic-Arctic mixing\, primarily in the vicinity of Denmark Strait. DESCRIPTION:The 29th Session of the International Seabed Authority (ISA) Assembly and Council (Part II) will include the meetings of the ISA Council and Assembly\, the Council will meet from 15-26 July 2024\, and the Assembly will convene from 29 July to 2 August 2024. \nThe ISA is an autonomous international organization established under the 1982 UN Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The Authority is the organization through which States parties to the Convention organize and control activities in the seabed\, ocean floor\, and subsoil beyond the limits of national jurisdiction. At annual sessions of the ISA\, representatives from its member States meet to discuss and formulate the work of the Authority and its Secretariat. Negotiations are underway to develop rules\, regulations\, and procedures (RRPs) relating to commercial exploitation of mineral resources from the deep sea. SUMMARY:Protection of the Arctic from heavy grade oils / MARPOL regulation 43A - coming into effect
DESCRIPTION:On 1 November 2022\, amendments to the MARPOL regulation Annex I (addition of a new regulation 43A) entered into force\, introducing a prohibition on the use and carriage for use as fuel of heavy fuel oil (HFO) by ships in Arctic waters on and after 1 July 2024. \nThe prohibition covers the use and carriage for use as fuel of oils having a density at 15°C higher than 900 kg/m3 or a kinematic viscosity at 50°C higher than 180 mm2/s. Ships engaged in securing the safety of ships\, or in search and rescue operations\, and ships dedicated to oil spill preparedness and response are exempted. Ships which meet certain construction standards with regard to oil fuel tank protection need to comply on and after 1 July 2029. A Party to MARPOL with a coastline bordering Arctic waters may temporarily waive the requirements for ships flying its flag while operating in waters subject to that Party’s sovereignty or jurisdiction\, up to 1 July 2029. The MEPC has adopted a resolution which urges Member States and ship operators to voluntarily use distillate or other cleaner alternative fuels or methods of propulsion that are safe for ships and could contribute to the reduction of Black Carbon emissions from ships when operating in or near the Arctic.
