DESCRIPTION:In 2011\, IFEX launched the International Day to End Impunity campaign and in 2013\, the United Nations designated 2 November as the ‘International Day to End Impunity for Crimes against Journalists’ in General Assembly Resolution A/RES/68/163\, the date was chosen in commemoration of the assassination of two French journalists in Mali on 2 November 2013. \nThe Resolution urged Member States to implement definite measures countering the present culture of impunity. This landmark resolution condemns all attacks and violence against journalists and media workers. It also urges Member States to do their utmost to prevent violence against journalists and media workers\, to ensure accountability\, bring to justice perpetrators of crimes against journalists and media workers\, and ensure that victims have access to appropriate remedies. It further calls upon States to promote a safe and enabling environment for journalists to perform their work independently and without undue interference. \nBetween 2006 and 2020\, over 1\,200 journalists have been killed for reporting the news and bringing information to the public. In nine out of ten cases the killers go unpunished. Impunity leads to more killings and is often a symptom of worsening conflict and the breakdown of law and judicial systems. These figures do not include the many more journalists\, who on a daily basis suffer from non-fatal attacks\, including torture\, enforced disappearances\, arbitrary detention\, intimidation and harassment in both conflict and non-conflict situations. Furthermore\, there are specific risks faced by women journalists\, including sexual attacks. \nWorryingly\, only one in ten cases committed against media workers over the past decade has led to a conviction. This impunity emboldens the perpetrators of the crimes and at the same time has a chilling effect on society including journalists themselves. Impunity breeds impunity and feeds into a vicious cycle. When attacks on journalists remain unpunished\, a very negative message is sent that reporting the “embarrassing truth” or “unwanted opinions” will get ordinary people in trouble. Furthermore\, society loses confidence in its own judiciary system which is meant to protect everyone from attacks on their rights. Perpetrators of crimes against journalists are thus emboldened when they realize they can attack their targets without ever facing justice. UNESCO is concerned that impunity damages whole societies by covering up serious human rights abuses\, corruption\, and crime. UNESCO is concerned that impunity damages whole societies by covering up serious human rights abuses\, corruption\, and crime. Governments\, civil society\, the media\, and everyone concerned to uphold the rule of law are being asked to join in the global efforts to end impunity. It is in recognition of the far-reaching consequences of impunity\, especially of crimes against journalists\, that the United Nations General Assembly adopted Resolution A/RES/68/163 at its 68th session in 2013 which proclaimed 2 November as the ‘International Day to End Impunity for Crimes against Journalists’ (IDEI). The Resolution urged Member States to implement definite measures countering the present culture of impunity. DESCRIPTION:Day for Universal Access to Information:\nThe Day for Universal Access to Information (IDUAI) was proclaimed on 15 October 2019 at the 74th UN General Assembly to be held on 28 September. \nInitially the day (commonly called the Access to Information Day) was designated by the UNESCO General Conference. It was inaugurated in November 2015 and was first held on 28 September 2016. The day had been recognised as International Right to Know Day since 2002 and was developed by international civil society advocates beginning in 2012. The UNESCO resolution creating the day was pushed by African civil society groups seeking greater information transparency. Currently only 17 African Union member states have adopted national right to information laws\, and groups like Open Government Partnership hope that the recognition of the right to information will “provide an important platform for all stakeholders at national level to discuss the adoption and effective implementation of national right to information laws in line with continental and international standards and obligations.” However\, African civil society groups like MISA Zimbabwe have noted that states like Zimbabwe which do have Right to Information laws still have a long way to go to ensure they improve governance. In 2016\, MISA Zimbabwe used Access to Information Day to criticise Zimbabwe’s poor information transparency provisions\, noting that\, “While Zimbabwe was one of the first African countries to adopt an access to information law in the form of the Access to Information and Protection of Privacy Act (AIPPA)\, the law in question is a far cry from its purported import and impact.” \nRight To Know Day:\nThe decision to celebrate and promote 28 September as the International Right to Know Day was taken on the last day of a Freedom of Information litigation conference held 26-28 September 2002 in Sofia\, Bulgaria. \nRepresentatives of Freedom of Information (FOI) organizations from 15 countries took part – Albania\, Armenia\, Bosnia and Herzegovina\, Bulgaria\, Georgia\, Hungary\, India\, Latvia\, Macedonia\, Mexico\, Moldova\, Rumania\, Slovakia\, South Africa\, and USA\, as well as representatives of international organizations active in the FOI field. On 28 September 2002\, the FOI activists established the International Freedom of Information Advocates Network (FOIAnet)\, Access to Information Programme (AIP) being its co-founder and active member. The members of the newly found FOIAnet agreed to collaborate in promotion of the individual right of access to information and open\, transparent governance and adopted a Memorandum setting forth the goals and activities of the network. Today\, the members of the FOIAnet are over 200 organizations and civil groups from around the globe which exchange knowledge and experience and undertake international initiatives for better freedom of information standards. \nFOI activists around the globe organize a variety of events and initiatives on 28 September to raise awareness on the right of information and to campaign for open\, democratic societies in which there is full citizen empowerment and participation in government. Conferences\, trainings\, competitions\, awards ceremonies\, rock and pop concerts\, theatre performances\, movies\, launch of info-requesting campaigns and new web sites\, focused publications\, etc. aim to further promote this fundamental human right and encourage citizens\, journalists and NGOs in their search for government held information. In some countries\, the Right to Know Day elaborated in Right to Know Weeks. DESCRIPTION:In 1993 riepen de Verenigde Naties de datum 3 mei uit tot de jaarlijkse Dag van de Persvrijheid om de beginselen van de persvrijheid onder de aandacht van het publiek en regeringsleiders te brengen en deze wereldwijd te bevorderen. \nNog veel journalisten worden immers om hun uitingen bedreigd\, mishandeld\, vermoord of in gevangenschap genomen. Het idee voor deze Internationale Dag van de Persvrijheid was afkomstig van de Algemene Conferentie van de UNESCO van 1991. DESCRIPTION:Media freedom and pluralism is flailing across Europe\, and in some countries\, are on its last legs. \nThe European Media Freedom Act will bring some improvements\, but on its own is not enough to rescue a struggling media landscape. Liberties Media Freedom Report 2024 reveals that media freedom and media pluralism are close to breaking point in many EU countries\, while in others\, a near-total overhaul is required to address chronic\, systemic issues with only a limited number of exceptions. The continued erosion of media freedom is evidenced by widespread harassment of journalists and governments restricting access to information. Meanwhile\, heavy media ownership concentration and threats to the independence and finances of public service media contribute to a shrinking media plurality. A diverse and free media environment is crucial for democracy because we rely on independent news outlets to hold our politicians accountable and keep us informed. The pattern of declining media freedom – which shows the overarching trends documented in last year’s report remain unaddressed – goes hand-in-hand with Europe’s democratic backsliding. Based on findings from over two dozen civil liberties organisations from 19 countries across the EU\, the report covers media freedom and pluralism\, safety and protection of journalists\, and freedom of expression and access to information in 2023\, a year when the media landscape was shaped not only by new legislation (Anti-SLAPP Directive\, Digital Services Act\, European Media Freedom Act)\, but also elections (Poland\, the Netherlands\, Slovakia) and regional conflicts (Russia-Ukraine\, Middle East). Additionally\, this year’s report features a new chapter dedicated to the European Media Freedom Act (EMFA) – a landmark piece of legislation that has myriad implications for media freedom and pluralism in the EU. \nLinks:\nLiberties’ Media Freedom Report 2024: Freedom of the Press Reaching Breaking Point

DESCRIPTION:Banned Books Week is an annual awareness campaign promoted by the American Library Association and Amnesty International\, that celebrates the freedom to read\, draws attention to banned and challenged books\, and highlights persecuted individuals. \nHeld in late September or early October since 1982\, the United States campaign “stresses the importance of ensuring the availability of those unorthodox or unpopular viewpoints to all who wish to read them” and the requirement to keep material publicly available so that people can develop their own conclusions and opinions. DESCRIPTION:In 2011\, IFEX launched the International Day to End Impunity campaign and in 2013\, the United Nations designated 2 November as the ‘International Day to End Impunity for Crimes against Journalists’ in General Assembly Resolution A/RES/68/163\, the date was chosen in commemoration of the assassination of two French journalists in Mali on 2 November 2013. \nThe Resolution urged Member States to implement definite measures countering the present culture of impunity. This landmark resolution condemns all attacks and violence against journalists and media workers. It also urges Member States to do their utmost to prevent violence against journalists and media workers\, to ensure accountability\, bring to justice perpetrators of crimes against journalists and media workers\, and ensure that victims have access to appropriate remedies. It further calls upon States to promote a safe and enabling environment for journalists to perform their work independently and without undue interference. \nBetween 2006 and 2020\, over 1\,200 journalists have been killed for reporting the news and bringing information to the public. In nine out of ten cases the killers go unpunished. Impunity leads to more killings and is often a symptom of worsening conflict and the breakdown of law and judicial systems. These figures do not include the many more journalists\, who on a daily basis suffer from non-fatal attacks\, including torture\, enforced disappearances\, arbitrary detention\, intimidation and harassment in both conflict and non-conflict situations. Furthermore\, there are specific risks faced by women journalists\, including sexual attacks. \nWorryingly\, only one in ten cases committed against media workers over the past decade has led to a conviction. This impunity emboldens the perpetrators of the crimes and at the same time has a chilling effect on society including journalists themselves. Impunity breeds impunity and feeds into a vicious cycle. When attacks on journalists remain unpunished\, a very negative message is sent that reporting the “embarrassing truth” or “unwanted opinions” will get ordinary people in trouble. Furthermore\, society loses confidence in its own judiciary system which is meant to protect everyone from attacks on their rights. Perpetrators of crimes against journalists are thus emboldened when they realize they can attack their targets without ever facing justice. UNESCO is concerned that impunity damages whole societies by covering up serious human rights abuses\, corruption\, and crime.
