DESCRIPTION:In the study ‘Entangling Independent Particles by Path Identity‘ scientists used PyTheus\, an AI tool that has been specifically created for designing quantum-optic experiments. \nThe authors of the paper initially set out to reproduce established protocols for entanglement swapping in quantum communications. However\, the AI tool kept producing a much simpler method to achieve quantum entanglement of photons. When particles such as photons become entangled\, they can share quantum properties — including information — regardless of the distance between them. This phenomenon is important in quantum physics and is one of the features that makes quantum computers so powerful. But the bonds of quantum entanglement have typically proven challenging for scientists to form. This is because it requires the preparation of two separate entangled pairs\, then measuring the strength of entanglement — called a Bell-state measurement — on a photon from each of the pairs. These measurements cause the quantum system to collapse and leave the two unmeasured photons entangled\, despite them never having directly interacted with one another. SUMMARY:Briefing on “Threats Posed by Ransomware Attacks against Hospitals and Other Healthcare Facilities and Services” (TV UN webcast)
DESCRIPTION:On 8 November 2024\, the United Nations Security Council will convene for a briefing on “threats posed by ransomware attacks against hospitals and other healthcare facilities and services”. \nThe meeting\, which will be held under the “Threats to international peace and security” agenda item\, was requested by the US\, with support from France\, Japan\, Malta\, the Republic of Korea (ROK)\, and the UK. Briefings are expected from World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus and a representative of Ascension\, a faith-based private healthcare organisation in the US. \nRansomware is a type of malicious software\, or malware\, that infects digital systems and blocks users from accessing data and applications by encrypting key information. To regain access\, victims are extorted for a fee\, or ransom\, typically demanded in cryptocurrency\, making it more challenging for law enforcement to trace the payments. \nRansomware attacks have surged in recent years\, fuelled in part by the rise of Ransomware-as-a-Service (RaaS)\, which enables hackers to offer ready-made ransomware kits at low costs\, reducing entry barriers for individuals less experienced in cybercrime. The integration of artificial intelligence (AI) into these operations has further amplified the threat. As a result\, ransomware attacks have become more frequent and destructive\, with estimated payments reaching $1.1 billion in 2023. \nIn recent years\, the Security Council has been more active in addressing cyber threats to international peace and security. Besides discussions within its subsidiary bodies\, Council members have addressed cybersecurity threats in both formal and informal settings\, such as Arria-formula meetings. These discussions have encompassed a broad range of topics\, from cyberattacks targeting critical infrastructure to efforts aimed at countering hate speech on social media. Most recently\, on 20 June\, the ROK convened a high-level open debate on cybersecurity as a signature event of its June Council presidency. (For more information: 19 June What’s in Blue story.) \nAlthough the Council has increased its engagement on cybersecurity\, discussions on this matter have primarily taken place in two General Assembly-mandated processes: the Group of Governmental Experts (GGE) on advancing responsible state behaviour in cyberspace in the context of international security and the Open-ended Working Group (OEWG) on security of and in the use of information and communications technologies (ICTs). Since 2004\, there have been six GGEs and two OEWGs. The GGEs have established a set of 11 norms of responsible state behaviour in cyberspace\, including a commitment by states to refrain from conducting or knowingly supporting ICT activities contrary to their obligations under international law such as those that intentionally damage critical infrastructure. \nThe OEWG’s latest annual progress report\, published on 22 July\, emphasised growing concerns among member states about the rise of ransomware attacks\, noting that the increase has been partly enabled by the availability of RaaS. States expressed alarm over the increasing frequency\, scale\, and severity of ransomware attacks\, noting that they may have an impact on international peace and security. According to the report\, states have underscored the need for a comprehensive approach to addressing ransomware threats\, including by “pursuing ransomware actors\, targeting the malicious software they use and its dissemination\, and countering the illicit finance that supports their activities”. States have also raised concern about the increase in cryptocurrency theft and financing of malicious ICT activity using cryptocurrency\, which could potentially impact international security. In its written submission to the OEWG on 11 July\, Russia said that it was “unacceptable” to include “issues of peace and security in the context of the topic of combating ransomware” in the report. \nAccording to a non-paper prepared by the US\, tomorrow’s meeting aims to serve as an opportunity to “deepen the Security Council’s understanding of the way critical infrastructure and services to the public\, when connected online\, can be exploited to cause harm\, extort victims\, destabilize societies\, and pose threats across borders”. \nAt the briefing\, Tedros is expected to emphasise that healthcare facilities have become a major target for ransomware attacks. He may reference the WHO’s 26 January report examining the threat of cyberattacks on healthcare during the COVID-19 pandemic\, which notes that a sharp increase in phishing attempts and ransomware attacks was reported in that period\, as healthcare organisations adopted digital tools to optimise clinical workflows and provide remote consultations for patients. The report also highlights that although ransomware attacks have primarily targeted healthcare delivery organisations\, the COVID-19 pandemic saw an expanded focus on the broader biomedical supply chain\, including laboratories and pharmaceutical companies. \nThe Ascension representative is expected to provide a firsthand account of the 8 May ransomware attack which disrupted the organisation’s electronic medical records system\, phone systems\, and various platforms used to order tests\, procedures\, and medications. This led to the temporary suspension of some procedures\, tests\, and appointments. \nTomorrow\, most Council members are expected to argue that ransomware attacks\, especially those targeting critical infrastructure such as healthcare\, could constitute threats to international peace and security. In this regard\, some members may recall that\, in May 2022\, Costa Rica had to declare a state of emergency following a cyberattack on dozens of government institutions\, including the country’s finance ministry. \nSeveral Council members are expected to highlight the work of the International Counter Ransomware Initiative (CRI)\, established in 2021 to foster cooperation in countering ransomware threats and holding perpetrators of malicious attacks accountable. CRI members—including Council members France\, Japan\, the ROK\, Slovenia\, Switzerland\, the UK\, and the US—convened for the CRI’s fourth gathering in early October\, during which members discussed such issues as methods to counter ransomware attacks in the healthcare industry\, cooperation with cyber insurers and the private industry to reduce ransomware payments and increase incident reporting\, enhancing the security of critical infrastructure\, and best practices to counter the flow of finances to ransomware actors. \nSome Council members may reference the use of tactics such as cryptocurrency theft to support terrorist activities and to fund weapons of mass destruction programmes. Several members are expected to mention the activities of the Democratic People’s Republic of Korea (DPRK) in cyberspace\, a priority issue for the ROK\, Japan\, and several other members. They might refer to previous reports by the Panel of Experts (PoE) assisting the 1718 DPRK Sanctions Committee\, which have documented DPRK actors’ involvement in cyberattacks targeting financial institutions and critical infrastructure. (The PoE assisting the 1718 DPRK Sanctions Committee was terminated following a 28 March veto cast by Russia.) \nCouncil members generally agree on the importance of implementing the existing norms of responsible state behaviour in cyberspace and undertaking confidence- and capacity-building measures to reduce mistrust among member states and promote stability in cyberspace. However\, members have diverging views on the applicability of international law in cyberspace and the need for developing additional legally binding obligations. (For more information on Council dynamics on this issue\, see the brief on cybersecurity in our June 2024 Monthly Forecast.) \nAdditionally\, member states recognise the difficulty of attributing responsibility for malicious cyber actions\, with Russia frequently arguing that malicious cyber activity should not be attributed to a state based solely on the activity’s origin. In this regard\, some states have proposed establishing a global accountability mechanism for cyberspace\, in line with the recommendations of the Secretary-General’s July 2023 policy brief A New Agenda for Peace. \nWhile most member states acknowledge the Security Council’s role in addressing cybersecurity issues\, opinions vary on the extent of its desired involvement. At previous Security Council open debates and Arria-formula meetings on cybersecurity\, some member states have expressed support for the Council’s role as a platform for raising awareness and discussing emerging threats posed by new technologies\, as well as sharing lessons to formulate appropriate responses. Others have advocated for more active engagement\, potentially involving investigations under Article 34 of the UN Charter into specific cyberattacks and dispute resolution under Chapter VI. (Article 34 provides that the Security Council may investigate any situation which might lead to international friction or give rise to a dispute\, while Chapter VI concerns the pacific settlement of disputes.) DESCRIPTION:Aaron Swartz Day was founded\, in 2013\, after the death of Aaron Hillel Swartz (November 8\, 1986 – January 11\, 2013) an American computer programmer\, entrepreneur\, writer\, political organizer\, and Internet hacktivist. \nAaron Swartz Day has these combined goals: \n\nTo draw attention to what happened to Aaron\, in the hopes of stopping it from happening to anyone else.\n\nThis includes clarifying that\, although Aaron was a hacker\, he didn’t hack MIT.\n\n\nTo provide a yearly showcase of many of the projects that were  started by Aaron before his death.\n\nSecureDrop\nOpen Library\n\n\nTo provide a yearly showcase of new projects that were directly inspired by Aaron and his work.\n\nA few Aaron-inspired examples from this event include:\n\nThe Pursuance Project (by Barrett Brown & Steve Phillips)\nOpen Archive (by Natalie Cadranel)\nJason Leopold’s Freedom of Information Act Request (FOIA) activism (article from 2013)\n\n\n\n\n\nAs a programmer\, Swartz helped develop the web feed format RSS; the technical architecture for Creative Commons\, an organization dedicated to creating copyright licenses; the website framework web.py; and Markdown\, a lightweight markup language format. Swartz was involved in the development of the social news aggregation website Reddit until he departed from the company in 2007. He is often credited as a martyr and a prodigy\, and his work focused on civic awareness and activism. After Reddit was sold to Condé Nast Publications in 2006\, Swartz became more involved in activism\, helping launch the Progressive Change Campaign Committee in 2009. In 2010\, he became a research fellow at Harvard University’s Safra Research Lab on Institutional Corruption\, directed by Lawrence Lessig. He founded the online group Demand Progress\, known for its campaign against the Stop Online Piracy Act. On January 6\, 2011\, Swartz was arrested by Massachusetts Institute of Technology (MIT) police on state breaking-and-entering charges\, after connecting a computer to the MIT network in an unmarked and unlocked closet and setting it to download academic journal articles systematically from JSTOR using a guest user account issued to him by MIT. Federal prosecutors\, led by Carmen Ortiz\, later charged him with two counts of wire fraud and eleven violations of the Computer Fraud and Abuse Act\, carrying a cumulative maximum penalty of $1 million in fines\, 35 years in prison\, asset forfeiture\, restitution\, and supervised release. Swartz declined a plea bargain under which he would have served six months in federal prison. Two days after the prosecution rejected a counter-offer by Swartz\, he was found dead in his Brooklyn apartment. In 2013\, Swartz was inducted posthumously into the Internet Hall of Fame. \nLinks:\nAaron Swartz Day

DESCRIPTION:Het Netherlands Armed Forces Integrated Network (NAFIN) laat vitale onderdelen van de Rijksoverheid veilig en vertrouwelijk met elkaar communiceren en is technisch goed opgezet. \nDe minister van Defensie heeft veel maatregelen genomen om de kwetsbaarheden van NAFIN zoveel mogelijk te beperken en de kans op uitval is relatief klein. Op papier is ook de beveiliging goed geregeld. Desondanks blijkt het in de praktijk mogelijk voor onbevoegden om fysiek toegang te krijgen tot beveiligde ruimtes en netwerkkasten. Dit leidt tot de conclusie dat Nederland in een zeer gespannen geopolitieke situatie militair gezien onvoldoende alert is op sabotagerisico’s door statelijke actoren. Het NAFIN is een glasvezelnetwerk van het Ministerie van Defensie en KPN. Het maakt veilige communicatie tussen Defensieonderdelen mogelijk. Ook de politie\, de meldkamers van noodnummer 112 én alle ministeries en Eerste en Tweede Kamer maken gebruik van het netwerk om onderling te communiceren. Het is daarmee van groot belang voor de nationale veiligheid. Er vinden de afgelopen jaren echter steeds meer sabotageacties plaats op kritieke Europese systemen. DESCRIPTION:Op 4 november 1994 werd vanuit podium Simplon in Groningen de allereerste live stream ter wereld geproduceerd. \nPas 11 jaar later werd YouTube opgericht. De eerste uitzending was een kleine maar belangrijke bijdrage aan de revolutie van televisie en online video: ineens kan iedereen een omroep worden. Geluid kon nog niet worden toegevoegd aan de stream. En veel meer dan twee frames per seconde werden er niet verstuurd. Het 28k8 modem kon niet meer aan. Niettemin is het voor zover bekend de eerste videostream die via internet werd uitgezonden. Hoe de opname via een telefoonlijn\, met plakband aan het plafond geplakt\, op internet kwam vertelt een van de initiatiefnemers van destijds Stef van der Ziel in de documentaire Ready Set Rock ’n Roll. SUMMARY:Meldingsformulier digitaal veilig - publicatie
DESCRIPTION:HCC vraagt aan iedereen\, leden en niet-leden meldingen van digitale oplichting en andere vormen van cybercriminaliteit bij HCC bekend te maken via dit formulier. \nHet is ontzettend belangrijk dat HCC als vereniging nog veel meer samenwerken om ieders digitale veiligheid te waarborgen en hackers en andere digitale oplichters geen kans geven. Door verdachte praktijken snel te melden en elkaar te waarschuwen\, kan worden voorkomen dat onschuldige personen slachtoffer worden van online oplichting. Digitale fraude kan ons allemaal overkomen. Helaas zijn er kwaadwillenden die op allerlei manieren proberen onze gegevens te ontfutselen\, bijna altijd met de bedoeling om ons financieel te benadelen. Om dit te kunnen voorkomen\, is het zeer belangrijk dat meldingen van (vermoeden van) digitale oplichting of een poging daartoe bij iedereen zo snel mogelijk bekendgemaakt worden. Zodra er bij HCC een melding binnenkomt van oplichtingspraktijken\, zullen de HCC- specialisten de melding direct onderzoeken en indien nodig alle HCC-leden waarschuwen. Op deze manier hopen we al onze HCC-leden beter te kunnen beschermen en meer samen te werken aan een nog veiligere digitale omgeving. Daarom vragen we iedereen om direct het formulier in te vullen en te verzenden wanneer je een verdachte activiteit tegenkomt. Geef daarbij dan wel duidelijk aan wat de verdachte activiteit inhoudt en wanneer en hoe deze heeft plaatsgevonden. Indien gewenst kan de melding ook anoniem ingezonden worden. Samen staan we sterk en kunnen we een verschil maken tegen kwaadwillende personen of organisaties. Hier kun je naast de helpdesk ook kennismaken met enkele mogelijkheden van een betaalbare VR-bril. HCC!programmeren is weer met de kleurenleds aanwezig. Verder veel informatie over het zelf maken van programma’s. Deze dag is een goede gelegenheid om vragen te stellen en kennis uit te wisselen. En natuurlijk ben je ook van harte welkom tijdens de vele presentaties. Dit keer onder andere een presentatie over Digitale fraude: wat is het\, hoe herken je het en wat kun je ertegen doen? de HCC!kennisdag wil deelnemers bewust maken van de gevaren van digitale fraude. Verder leer je hoe je fraude kunt herkennen en voorkomen en wat je moet doen als je toch slachtoffer wordt. Heel interessant! En natuurlijk ben je ook van harte welkom tijdens de vele presentaties en workshops. Deze zijn te volgen in de verschillende zalen op de bovenverdieping en deze keer ook toegankelijk voor niet-leden. DESCRIPTION:39 civil society organisations\, among which EDRi\, will be co-hosting the “Tech and Society Summit”\, this event aims to foster dialogue and debate between civil society and recently elected EU decision-makers\, focusing on the intersection of technology\, society\, and the environment. \nIn June 2024\, the European elections took place. The newly elected MEPs are the ones that get to decide on European policies in the coming years in Brussels\, including laws about technology. In recent years\, a significant part of the legislation came from the EU. The privacy law\, the GDPR (AVG in Dutch)\, is a European law\, but so are the AI Act and the new platform regulations DSA and DMA. You get the point: European policymakers are of great importance when it comes to protecting our digital civil rights. That is why it is important that the (new) policymaker gets to know EDRI and partner organizations but most importantly the issues to work on\, at the beginning of their term. They are the ones who get to decide on them\, so it is good if they know about the current challenges and of course the solutions we come up with. \nThe event is invitation only. If you have not received an invitation but would still like to attend\, please sent a email. During the Tech and Society summit\, EDRi facilitates panels\, round tables and networking opportunities with partner organizations. In addition to policy makers\, panels are filled with civil society\, academics and other authorities in this field. There are a number of topics on which sessions are organized. DESCRIPTION:IT-storing bij Defensie en andere overheidsdiensten in augustus 2024. \nDe storing die sinds dinsdagavond 27-08-2024 voor problemen zorgde bij verschillende veiligheidsregio’s\, overheidsdiensten en Eindhoven Airport is veroorzaakt door een probleem in het Defensie-glasvezelnetwerk Netherlands Armed Forces Integrated Network (NAFIN)\, dat eigenlijk niet offline zou mogen gaan. Door een fout in de softwarecode is een probleem ontstaan in de tijdsynchronisatie op het netwerk. Hierdoor was het niet mogelijk om verbinding te maken met dit netwerk. Er is vooralsnog geen indicatie dat de storing is veroorzaakt door een kwaadwillende partij. De storing had effecten op de vaste verbinding\, mail en telefonie. De luchtverkeersleiding op Eindhoven Airport ondervond hinder\, waardoor de afhandeling van vluchten vertraagd raakte. Verschillende overheidssystemen waren minder bereikbaar. Aan grenspolitietaken moest op een andere manier uitvoering worden gegeven. But this new “hybrid” network could pave the way for more efficient implementation of quantum communications by enabling quantum and conventional data to share the same infrastructure. DESCRIPTION:Het CrowdStrike-incident op vrijdag 19 juli 2024 waren de verstoringen die over de hele wereld werden ondervonden in meerdere industrieën bij verschillende computersystemen\, deze werden veroorzaakt door een foutieve patch op Microsoft Windows van de beveiligingssoftware van externe partij CrowdStrike. \nDe verstoring zorgt voor het Blue Screen of Death (BSOD’s) op Windows-computers\, waardoor vaak hele systemen plat komen te liggen. Crowdstrike erkent de problemen op zijn eigen forum. Het bedrijf zegt dat te onderzoeken en later met meer informatie te komen. Ook op Reddit verschijnen updates van het bedrijf. De problemen gebeuren zowel op Windows 10- als op Windows 11-machines. Crowdstrike zegt zelf dat er een probleem zit in de Falcon Sensor-software en heeft in een interne blogpost die problemen bevestigd. Die lijkt te zijn ontstaan door een recente update van de beveiligingssoftware en stelt dat het de update heeft teruggetrokken. Op X melden gebruikers dat ze de Windows-computer weer aan de praat krijgen door zelf een aantal technische handelingen uit te voeren\, maar die zijn vooralsnog niet op grote schaal uit te rollen. Crowdstrike heeft inmiddels wel een oplossing voor het probleem. Ook daarover zijn geen details\, maar waarschijnlijk gaat het om een verbeterde driver. Die wordt gepusht naar klanten. Het probleem bij endpointsoftware is dat die update vervolgens naar de eindpunten\, zoals desktops en laptops\, moet worden gestuurd. En juist die apparaten zitten vast in een bootloop (starten steeds opnieuw op maar kunnen Windows niet openen). Die moeten in safe mode worden gestart\, maar dat is in veel gevallen een handmatig proces. Het is moeilijk dat op grote schaal te automatiseren. \nCrowdStrike omvat een reeks beveiligingssoftwareproducten die aan bedrijven worden aangeboden en die zijn ontworpen om de computers van een bedrijf te beschermen tegen cyberaanvallen. Het Falcon Sensor-product installeert een netwerksensor op besturingssysteemniveau van individuele computers om dreigingen te detecteren en te voorkomen. Patches worden routinematig via CrowdStrike gedistribueerd naar haar klanten en hun computers\, om cyberdreigingen preventief aan te pakken. Een Falcon Sensor-update voor Microsoft Windows\, uitgegeven om 04:09 (UTC) op 19 juli 2024\, bevatte een defect kernelstuurprogramma\, csagent.sys\, waardoor de getroffen machines een blue screen of death-bericht met de stopcode PAGE_FAULT_IN_NONPAGED_AREA toonden. Hierdoor bleven machines vastzitten in een opstartlus of herstelmodus. De getroffen machines werden hersteld door deze in veilige modus op te starten en de stuurprogrammabestanden te verwijderen: %windir%\System32\drivers\CrowdStrike\C-00000291*.sys. CrowdStrike heeft de patch op 19-07-2024 om 05:27 (UTC) teruggedraaid. Apparaten die worden opgestart nadat de update is teruggedraaid\, worden naar verwachting niet beïnvloed.
