Since the founding in 1985\, FSF laid out many stepping stones on the road to software freedom\, and is eager to continue building the road ahead. We will celebrate our fortieth in the spirit of bringing the international free software community together\, discussing what we can do next to make the world freer\, and celebrating how far we’ve come. We’re aiming for a libre planet! Sounds familiar? Instead of hosting one LibrePlanet conference in 2025\, we’re planning a jam-packed anniversary year\, filled with several new and exciting activities! We’ll begin the anniversary year with an unprecedented memorabilia auction\, starting as a silent auction on March 17\, and culminating in a virtual live auction on March 23. By moving out of the FSF office\, we got to sort through all the fun and historically important memorabilia and selected the best ones. This is your chance to get your very own personal souvenir of the FSF\, from original GNU art to a famous katana and the very same VT220 that was standing on the FSF’s front desk\, and which people used to display ASCII art or to play free software games. \nLet’s claim the month of May as libre planet (or libre local) month! We’re inviting free software supporters like you anywhere in the world\, to organize an in-person community meetup in your area to bring people together. We’re setting up a small fund for these local gatherings\, can send stickers\, flyers\, ideas and tips\, and you can invite an FSF staff member to give a talk or workshop during your event and of course\, we’ll help promote it. Need help picking a date? Consider the first weekend of the month\, when LibrePlanet 2024: Cultivating Community was held. Then\, on the actual birthday of the FSF on October 4\, 2025\, there will be a big celebration in Boston\, MA\, and the entire free software community is invited. SUMMARY:Countering Chinese State-Sponsored Actors Compromise of Networks Worldwide to Feed Global Espionage System - publication
DESCRIPTION:People’s Republic of China (PRC) state-sponsored cyber threat actors are targeting networks globally\, including\, but not limited to\, telecommunications\, government\, transportation\, lodging\, and military infrastructure networks. \nWhile these actors focus on large backbone routers of major telecommunications providers\, as well as provider edge (PE) and customer edge (CE) routers\, they also leverage compromised devices and trusted connections to pivot into other networks. These actors often modify routers to maintain persistent\, long-term access to networks. This activity partially overlaps with cyber threat actor reporting by the cybersecurity industry—commonly referred to as Salt Typhoon\, OPERATOR PANDA\, RedMike\, UNC5807\, and GhostEmperor\, among others. The authoring agencies are not adopting a particular commercial naming convention and hereafter refer to those responsible for the cyber threat activity more generically as “Advanced Persistent Threat (APT) actors” throughout this advisory. This cluster of cyber threat activity has been observed in the United States\, Australia\, Canada\, New Zealand\, the United Kingdom\, and other areas globally. The Cybersecurity Advisory (CSA) “Countering Chinese State-Sponsored Actors Compromise of Networks Worldwide to Feed Global Espionage System” includes observations from various government and industry  investigations where the APT actors targeted internal enterprise environments\, as well as systems and networks that deliver services directly to customers. This CSA details the tactics\, techniques\, and procedures (TTPs) leveraged by these APT actors to facilitate detection and threat hunting\, and provides mitigation guidance to reduce the risk from these APT actors and their TTPs. The authoring agencies strongly urge network defenders to hunt for malicious activity and to apply the mitigations in this CSA to reduce the threat of Chinese state-sponsored and other malicious cyber activity. Any mitigation or eviction measures listed within are subject to change as new information becomes available and ongoing coordinated operations dictate. DESCRIPTION:Researchers recently caught Meta using an egregious new tracking technique to spy on you\, exploiting a technical loophole\, the company was able to have their apps snoop on users’ web browsing. \nThis tracking technique stands out for its flagrant disregard of core security protections built into phones and browsers. The episode is yet another reason to distrust Meta\, block web tracking\, and end surveillance advertising. Fortunately\, there are steps that you\, your browser\, and your government can take to fight online tracking: \nChoose a browser with better default privacy protections than Chrome. For example\, Brave and DuckDuckGo protected users from this tracking technique because they block Meta’s tracking pixel by default. Firefox only partially blocked the new tracking technique with its default settings\, but fully blocked it for users with “Enhanced Tracking Protection” set to “Strict.” \nIt’s also a good idea to avoid using in-app browsers. When you open links inside the Facebook or Instagram apps\, Meta can track you more easily than if you opened the same links in an external browser. \nReduce the number of ways your information can leak by deleting apps you don’t trust or don’t regularly use. Try opting for websites over apps when possible. In this case\, and many similar cases\, using the Facebook and Instagram website instead of the apps would have limited data collection. Even though both can contain tracking code\, apps can access information that websites generally can’t\, like a persistent “advertising ID” that companies use to track you (follow EFF’s instructions to turn it off if you haven’t already). \nEFF’s free browser extension blocks trackers to stop companies from spying on you online. Although Privacy Badger would’ve stopped Meta’s latest tracking technique by blocking their pixel\, Firefox for Android is the only mobile browser it currently supports. You can install Privacy Badger on Chrome\, Firefox\, and Edge on your desktop computer. \nMeta’s business model creates an incentive to collect as much information as possible about people to sell targeted ads. DESCRIPTION:Elke eerste donderdag van mei wordt World Password Day gevierd: een speciale dag uitgeroepen om het belang van sterke wachtwoorden te onderstrepen. \nHoe dan ook\, de noodzaak van sterke wachtwoorden is niet te onderschatten\, gezien de vele berichten over phishing\, ransomware en datalekken. Jim Cox van cybersecuritybedrijf Proofpoint deelt zijn tips met ons. Hij schreef ze speciaal voor thuiswerkers\, maar ze gelden net zo goed voor de particuliere gebruiker. \nTips voor wachtwoordbeheer\n• Wijzig wachtwoorden regelmatig en hergebruik ze nooit. Als je denkt dat er een kans is dat je data gevaar loopt\, neem deze voorzorgsmaatregel dan direct en stel je manager op de hoogte van het beveiligingsprobleem.\n• Schrijf nooit je wachtwoorden ergens op. Maar als je je wachtwoord dan toch moet opschrijven\, zorg er dan in ieder geval voor dat deze niet zichtbaar is.\n• Gebruik een wachtwoordmanager om willekeurige wachtwoorden te maken die veilig worden opgeslagen\, gecodeerd en toegankelijk zijn op alle persoonlijke apparaten. Dergelijke software is relatief eenvoudig te implementeren en beschikbaar als een cloud-gebaseerde dienst\, waardoor het een verstandige investering is voor bedrijven\n• Implementeer\, indien beschikbaar\, tweefactor-authenticatie op accounts en apparaten om apparaten verder te beveiligen. Dit is vooral belangrijk voor personeel met toegang tot gevoelige informatie. \nTips voor het aanmaken van wachtwoorden\n• Wachtwoorden moeten uit ten minste 12 tekens bestaan\, met minimaal twee of drie verschillende soorten tekens op willekeurige plaatsen. Vermijd hoofdletters aan het begin en cijfers of symbolen aan het eind. Hoewel deze vereisten lastig lijken\, kunnen ze heel effectief zijn en kan de rompslomp worden verminderd door gebruik te maken een wachtwoordmanager.\n• Vermijd het gebruik van persoonlijke informatie bij het maken van een wachtwoord\, zoals geboortedata of de namen van personen\, huisdieren of sportteams.\n• Maak een wachtwoordzin: Maak een zin en gebruik de eerste letter of de eerste twee letters van elk woord als je wachtwoord en combineer dit met andere tekens. \nLinks:\nGadget Guide: World Password Day

Van navigatie tot het doen van online betalingen of het vinden van geschikte zorg. Dat is handig\, maar de afhankelijkheid van Amerikaanse bedrijven brengt ook serieuze risico’s met zich mee\, zoals voor de toegang tot Amsterdamse data en de continuïteit van dienstverlening. Het Amsterdamse college van B en W vindt dan ook dat Amsterdam\, maar ook Nederland en Europa digitaal onafhankelijker moeten worden. Daarom heeft het college een verkenning uitgevoerd om realistische stappen in kaart te brengen richting meer digitale autonomie. Helaas zien sommige mensen het nieuws dat op Facebook staat als dé waarheid. Vaak is dat ook de enige bron waar mensen hun nieuws vandaan halen. En daar loert het gevaar. Blijf kritisch is het devies. En het zijn niet alleen China\, Rusland of Turkije waar internetcensuur\, nepnieuws en desinformatie dagelijkse kost is. Zelfs in Nederland hebben we hiermee te maken. Grote internetbedrijven zoals Google en Facebook bepalen ook in ons land welke nieuwsfeiten we wel en niet te zien en te lezen krijgen op onze tijdlijn. SUMMARY:Briefing on “Threats Posed by Ransomware Attacks against Hospitals and Other Healthcare Facilities and Services” (TV UN webcast)
DESCRIPTION:On 8 November 2024\, the United Nations Security Council will convene for a briefing on “threats posed by ransomware attacks against hospitals and other healthcare facilities and services”. \nThe meeting\, which will be held under the “Threats to international peace and security” agenda item\, was requested by the US\, with support from France\, Japan\, Malta\, the Republic of Korea (ROK)\, and the UK. Briefings are expected from World Health Organization (WHO) Director-General Tedros Adhanom Ghebreyesus and a representative of Ascension\, a faith-based private healthcare organisation in the US. \nRansomware is a type of malicious software\, or malware\, that infects digital systems and blocks users from accessing data and applications by encrypting key information. To regain access\, victims are extorted for a fee\, or ransom\, typically demanded in cryptocurrency\, making it more challenging for law enforcement to trace the payments. \nRansomware attacks have surged in recent years\, fuelled in part by the rise of Ransomware-as-a-Service (RaaS)\, which enables hackers to offer ready-made ransomware kits at low costs\, reducing entry barriers for individuals less experienced in cybercrime. The integration of artificial intelligence (AI) into these operations has further amplified the threat. As a result\, ransomware attacks have become more frequent and destructive\, with estimated payments reaching $1.1 billion in 2023. \nIn recent years\, the Security Council has been more active in addressing cyber threats to international peace and security. Besides discussions within its subsidiary bodies\, Council members have addressed cybersecurity threats in both formal and informal settings\, such as Arria-formula meetings. These discussions have encompassed a broad range of topics\, from cyberattacks targeting critical infrastructure to efforts aimed at countering hate speech on social media. Most recently\, on 20 June\, the ROK convened a high-level open debate on cybersecurity as a signature event of its June Council presidency. (For more information: 19 June What’s in Blue story.) \nAlthough the Council has increased its engagement on cybersecurity\, discussions on this matter have primarily taken place in two General Assembly-mandated processes: the Group of Governmental Experts (GGE) on advancing responsible state behaviour in cyberspace in the context of international security and the Open-ended Working Group (OEWG) on security of and in the use of information and communications technologies (ICTs). Since 2004\, there have been six GGEs and two OEWGs. The GGEs have established a set of 11 norms of responsible state behaviour in cyberspace\, including a commitment by states to refrain from conducting or knowingly supporting ICT activities contrary to their obligations under international law such as those that intentionally damage critical infrastructure. \nThe OEWG’s latest annual progress report\, published on 22 July\, emphasised growing concerns among member states about the rise of ransomware attacks\, noting that the increase has been partly enabled by the availability of RaaS. States expressed alarm over the increasing frequency\, scale\, and severity of ransomware attacks\, noting that they may have an impact on international peace and security. According to the report\, states have underscored the need for a comprehensive approach to addressing ransomware threats\, including by “pursuing ransomware actors\, targeting the malicious software they use and its dissemination\, and countering the illicit finance that supports their activities”. States have also raised concern about the increase in cryptocurrency theft and financing of malicious ICT activity using cryptocurrency\, which could potentially impact international security. In its written submission to the OEWG on 11 July\, Russia said that it was “unacceptable” to include “issues of peace and security in the context of the topic of combating ransomware” in the report. \nAccording to a non-paper prepared by the US\, tomorrow’s meeting aims to serve as an opportunity to “deepen the Security Council’s understanding of the way critical infrastructure and services to the public\, when connected online\, can be exploited to cause harm\, extort victims\, destabilize societies\, and pose threats across borders”. \nAt the briefing\, Tedros is expected to emphasise that healthcare facilities have become a major target for ransomware attacks. He may reference the WHO’s 26 January report examining the threat of cyberattacks on healthcare during the COVID-19 pandemic\, which notes that a sharp increase in phishing attempts and ransomware attacks was reported in that period\, as healthcare organisations adopted digital tools to optimise clinical workflows and provide remote consultations for patients. The report also highlights that although ransomware attacks have primarily targeted healthcare delivery organisations\, the COVID-19 pandemic saw an expanded focus on the broader biomedical supply chain\, including laboratories and pharmaceutical companies. \nThe Ascension representative is expected to provide a firsthand account of the 8 May ransomware attack which disrupted the organisation’s electronic medical records system\, phone systems\, and various platforms used to order tests\, procedures\, and medications. This led to the temporary suspension of some procedures\, tests\, and appointments. \nTomorrow\, most Council members are expected to argue that ransomware attacks\, especially those targeting critical infrastructure such as healthcare\, could constitute threats to international peace and security. In this regard\, some members may recall that\, in May 2022\, Costa Rica had to declare a state of emergency following a cyberattack on dozens of government institutions\, including the country’s finance ministry. \nSeveral Council members are expected to highlight the work of the International Counter Ransomware Initiative (CRI)\, established in 2021 to foster cooperation in countering ransomware threats and holding perpetrators of malicious attacks accountable. CRI members—including Council members France\, Japan\, the ROK\, Slovenia\, Switzerland\, the UK\, and the US—convened for the CRI’s fourth gathering in early October\, during which members discussed such issues as methods to counter ransomware attacks in the healthcare industry\, cooperation with cyber insurers and the private industry to reduce ransomware payments and increase incident reporting\, enhancing the security of critical infrastructure\, and best practices to counter the flow of finances to ransomware actors. \nSome Council members may reference the use of tactics such as cryptocurrency theft to support terrorist activities and to fund weapons of mass destruction programmes. Several members are expected to mention the activities of the Democratic People’s Republic of Korea (DPRK) in cyberspace\, a priority issue for the ROK\, Japan\, and several other members. They might refer to previous reports by the Panel of Experts (PoE) assisting the 1718 DPRK Sanctions Committee\, which have documented DPRK actors’ involvement in cyberattacks targeting financial institutions and critical infrastructure. (The PoE assisting the 1718 DPRK Sanctions Committee was terminated following a 28 March veto cast by Russia.) \nCouncil members generally agree on the importance of implementing the existing norms of responsible state behaviour in cyberspace and undertaking confidence- and capacity-building measures to reduce mistrust among member states and promote stability in cyberspace. However\, members have diverging views on the applicability of international law in cyberspace and the need for developing additional legally binding obligations. (For more information on Council dynamics on this issue\, see the brief on cybersecurity in our June 2024 Monthly Forecast.) \nAdditionally\, member states recognise the difficulty of attributing responsibility for malicious cyber actions\, with Russia frequently arguing that malicious cyber activity should not be attributed to a state based solely on the activity’s origin. In this regard\, some states have proposed establishing a global accountability mechanism for cyberspace\, in line with the recommendations of the Secretary-General’s July 2023 policy brief A New Agenda for Peace. \nWhile most member states acknowledge the Security Council’s role in addressing cybersecurity issues\, opinions vary on the extent of its desired involvement. At previous Security Council open debates and Arria-formula meetings on cybersecurity\, some member states have expressed support for the Council’s role as a platform for raising awareness and discussing emerging threats posed by new technologies\, as well as sharing lessons to formulate appropriate responses. Others have advocated for more active engagement\, potentially involving investigations under Article 34 of the UN Charter into specific cyberattacks and dispute resolution under Chapter VI. (Article 34 provides that the Security Council may investigate any situation which might lead to international friction or give rise to a dispute\, while Chapter VI concerns the pacific settlement of disputes.) DESCRIPTION:HCC vraagt aan iedereen\, leden en niet-leden meldingen van digitale oplichting en andere vormen van cybercriminaliteit bij HCC bekend te maken via dit formulier. \nHet is ontzettend belangrijk dat HCC als vereniging nog veel meer samenwerken om ieders digitale veiligheid te waarborgen en hackers en andere digitale oplichters geen kans geven. Door verdachte praktijken snel te melden en elkaar te waarschuwen\, kan worden voorkomen dat onschuldige personen slachtoffer worden van online oplichting. Digitale fraude kan ons allemaal overkomen. Helaas zijn er kwaadwillenden die op allerlei manieren proberen onze gegevens te ontfutselen\, bijna altijd met de bedoeling om ons financieel te benadelen. Om dit te kunnen voorkomen\, is het zeer belangrijk dat meldingen van (vermoeden van) digitale oplichting of een poging daartoe bij iedereen zo snel mogelijk bekendgemaakt worden. Zodra er bij HCC een melding binnenkomt van oplichtingspraktijken\, zullen de HCC- specialisten de melding direct onderzoeken en indien nodig alle HCC-leden waarschuwen. Op deze manier hopen we al onze HCC-leden beter te kunnen beschermen en meer samen te werken aan een nog veiligere digitale omgeving. Daarom vragen we iedereen om direct het formulier in te vullen en te verzenden wanneer je een verdachte activiteit tegenkomt. Geef daarbij dan wel duidelijk aan wat de verdachte activiteit inhoudt en wanneer en hoe deze heeft plaatsgevonden. Indien gewenst kan de melding ook anoniem ingezonden worden. Samen staan we sterk en kunnen we een verschil maken tegen kwaadwillende personen of organisaties. DESCRIPTION:39 civil society organisations\, among which EDRi\, will be co-hosting the “Tech and Society Summit”\, this event aims to foster dialogue and debate between civil society and recently elected EU decision-makers\, focusing on the intersection of technology\, society\, and the environment. \nIn June 2024\, the European elections took place. The newly elected MEPs are the ones that get to decide on European policies in the coming years in Brussels\, including laws about technology. In recent years\, a significant part of the legislation came from the EU. The privacy law\, the GDPR (AVG in Dutch)\, is a European law\, but so are the AI Act and the new platform regulations DSA and DMA. You get the point: European policymakers are of great importance when it comes to protecting our digital civil rights. That is why it is important that the (new) policymaker gets to know EDRI and partner organizations but most importantly the issues to work on\, at the beginning of their term. They are the ones who get to decide on them\, so it is good if they know about the current challenges and of course the solutions we come up with. \nThe event is invitation only. DESCRIPTION:De Europese Unie (EU) en haar lidstaten werken nauw samen om online seksueel misbruik van kinderen doeltreffend te bestrijden en slachtoffers te beschermen\, daarvoor hebben zij strategieën ontwikkeld. \nZo wil de EU onder de naam Chat Control wil de Europese Unie aanbieders van chatapps\, zoals WhatsApp\, Signal\, Telegram en iMessage\, verplichten om persoonlijke berichten automatisch te scannen op materiaal dat verband houdt met kindermisbruik. Het voorstel komt er in het kort op neer dat aanbieders van communicatiediensten (zoals chatapps\, e-maildiensten en sociale netwerken) verplicht worden om berichten van gebruikers automatisch te laten controleren door AI. Wanneer de technologie iets verdachts detecteert — bijvoorbeeld een foto of video die mogelijk kindermisbruik bevat — dan moet de aanbieder dat melden bij de Europese autoriteiten (via een speciaal EU-centrum) en eventueel bij Europol.  Cruciaal is dat dit niet alleen gaat om openbare posts\, maar juist ook om versleutelde privéberichten. DESCRIPTION:Elke eerste donderdag van mei wordt World Password Day gevierd: een speciale dag uitgeroepen om het belang van sterke wachtwoorden te onderstrepen. \nHoe dan ook\, de noodzaak van sterke wachtwoorden is niet te onderschatten\, gezien de vele berichten over phishing\, ransomware en datalekken. Jim Cox van cybersecuritybedrijf Proofpoint deelt zijn tips met ons. Hij schreef ze speciaal voor thuiswerkers\, maar ze gelden net zo goed voor de particuliere gebruiker. \nTips voor wachtwoordbeheer\n• Wijzig wachtwoorden regelmatig en hergebruik ze nooit. Als je denkt dat er een kans is dat je data gevaar loopt\, neem deze voorzorgsmaatregel dan direct en stel je manager op de hoogte van het beveiligingsprobleem.\n• Schrijf nooit je wachtwoorden ergens op. Maar als je je wachtwoord dan toch moet opschrijven\, zorg er dan in ieder geval voor dat deze niet zichtbaar is.\n• Gebruik een wachtwoordmanager om willekeurige wachtwoorden te maken die veilig worden opgeslagen\, gecodeerd en toegankelijk zijn op alle persoonlijke apparaten. Dergelijke software is relatief eenvoudig te implementeren en beschikbaar als een cloud-gebaseerde dienst\, waardoor het een verstandige investering is voor bedrijven\n• Implementeer\, indien beschikbaar\, tweefactor-authenticatie op accounts en apparaten om apparaten verder te beveiligen. Dit is vooral belangrijk voor personeel met toegang tot gevoelige informatie. \nTips voor het aanmaken van wachtwoorden\n• Wachtwoorden moeten uit ten minste 12 tekens bestaan\, met minimaal twee of drie verschillende soorten tekens op willekeurige plaatsen. Vermijd hoofdletters aan het begin en cijfers of symbolen aan het eind. Hoewel deze vereisten lastig lijken\, kunnen ze heel effectief zijn en kan de rompslomp worden verminderd door gebruik te maken een wachtwoordmanager.\n• Vermijd het gebruik van persoonlijke informatie bij het maken van een wachtwoord\, zoals geboortedata of de namen van personen\, huisdieren of sportteams.\n• Maak een wachtwoordzin: Maak een zin en gebruik de eerste letter of de eerste twee letters van elk woord als je wachtwoord en combineer dit met andere tekens. \nLinks:\nWorld Password Day \nGadget Guide: World Password Day

DESCRIPTION:De initiator van Wereld Dag tegen Internetcensuur\, Reporters Without Borders\, strijdt voor een vrije en open informatievoorziening; helaas blijven wereldwijd regeringen jaar in jaar uit druk bezig met internetcensuur en het manipuleren van sociale media. \nChina en Rusland spannen samen de kroon\, en dan niet alleen in hun eigen land. Zij gaan letterlijk en figuurlijk de grenzen over om op die manier buitenlandse democratieën te ondermijnen. Buiten hun normale internetcensuur praktijken zijn zij erg druk met mensen tegen elkaar uitspelen door middel van desinformatie en nepnieuws door op bijvoorbeeld Facebook te plaatsen. Helaas zien sommige mensen het nieuws dat op Facebook staat als dé waarheid. Vaak is dat ook de enige bron waar mensen hun nieuws vandaan halen. En daar loert het gevaar. Blijf kritisch is het devies. En het zijn niet alleen China\, Rusland of Turkije waar internetcensuur\, nepnieuws en desinformatie dagelijkse kost is. Zelfs in Nederland hebben we hiermee te maken. Grote internetbedrijven zoals Google en Facebook bepalen ook in ons land welke nieuwsfeiten we wel en niet te zien en te lezen krijgen op onze tijdlijn. Cloud sovereignty requires quality technology\, but also trust\, security and diversification – three elements that are not necessarily ensured by the current American offers. Making proper data classification and finding talent to manage such landscapes are other important challenges.
